Water-bargain
Output characterisation
OUTPUT SENTENCE | How to make equal agricultural water demand and supply, thanks to non linear pricing. |
OUTPUT TYPE | idea/theory |
WATER TOPIC | Quality of natural systems |
KEYWORDS | Water category: Surface water , ?Water problem: Quality of natural systems, Consumption, Management process, Scarcity and Droughts, |
KEYWORDS TYPE | Theory analysis and ready to use pricing system. S |
MARKET NEED TAILORED | Water Framework Directive: asks for the establishment of unique water management organisations |
OUTPUT DESCRIPTION | Guide, Audit, software. Doctor thesis that describes the tarification system : declaration-estimation of its water needs by the farmer before planting, information are gathered in a mathematical model (software) which gives the price to pay depending on the real consumption during summer. During the consumption period, the user gives its own real consumption. The tool allows to adapt upstream the abstraction/demand, allowing to reduce wastages and the bill therefore promoting savings; If the consumer use more, he/she pays more. |
STATE OF DEVELOPMENT | Transferability possible to any other country or area, as long as there is uncertainty on resource availability. ? |
INNOVATIVE ASPECTS AND ADVANTAGES | All simulations improve the result:
|
INTELLECTUAL/INDUSTRIAL PROPERTY RIGHTS | No |
TRANSFERABILITY | Intellectual property owned by the research team. IPR to be developed, possible contract with end-user |
POTENTIAL USERS/CLIENTS | River basin agencies, Water utilities, "Key stakeholders (administrative officials,, scientists, political and community leaders, socio-professional)", Agricultural organisations |
BUSINNESS CASE | Yes |
Estimation of risks | |
INNOVATIVE DISADVANTAGE |
|
EVALUATION OF RISKS FOR OUTPUT USERS | Very low risk on legal aspects, moderate risk on market aspects (change is always complicated) |
ECONOMICAL RISKS | Simulation needed but apparently no risk ? |
TECHNICAL RISKS | The development requires the participation of the owner team IRSTEA-INRA. It can not be parametered directly by an unexperienced user. ?Once the model is parametered it can easily be used by a water manager? |
MARKET RISKS | See technical risk |
SOCIAL RISKS | See technical risk |
Steps ahead | |
NEXT STEPS TO ACHIEVE THE STATUS 'READY TO USE' | Quantitative simulations in varied conditions; simulation of rare climatic events in order to compare the sustainability of this solution to the sustainability of the present used solution for water sharing. 1. have a precise question; 2. assess the production parameters; 3. take into account the political context (WFD, CAP), economic (market, trends in prices), climatic conditions |
TYPE OF PARTNER FOR THE NEXT DEVELOPMENTS | Water agencies, agricultural organisations |
TASKS TO BE PERFORMED | Development of simulation and user’s guide. |
COLLABORATION DETAILS | Technical co-operation, financing… ? |
Estimation of ressources
RESOURCES FOR NEXT STEPS | About three years of work to be ready to use Il faut consolider l’outil, test de stabilité… puis livrable clé en main |
FORESEEN COSTS FOR NEXT STEPS | Financing of these three years |
